What happened to Steam quests? I played for more than 4 hours with no effect

It's impossible to change artifacts even after 24 hours have passed, I placed some artifacts this friday about 8pm GMT yet I still can't change them with another ones

I hope that next we have a community challenge ESO developer would postpone their servers' maintenance, because this is annoying, so I annoying
