What are we to do with these Fragments if the Artifact's I use are already maxed?

Why not use the others artifacts that you purchased? You already spent the ARP on them, so why not spend the fragments on them?

Yes I guess so. I just seldom change artifacts so it seems a bit of a waste, but i guess that is what they are for.

I'm guessing you must not do Steam quests? Fully upgrading those 2 artifacts gets you +27 ARP per quest.
