How are giveaways with incorrect content handled? I see a giveaway right now that the first line says it's not the content selected, but some other DLC. Some might argue that as long as the person informs what it actually contains it's fine and
I imagine that's the reason the person did that. But I feel that it's better not to allow that.
I thought of reporting and let staff handle it, but none of the optins for report seem to fit with the issue.

It's a scam, if you give the DLC then create a GA for the DLC. If you start allowing this you will soon get GA for ingame items instead of really giving the game.

If I remember correctly probably will get Community GA banned for not accurate improper item, but can't remember the exact rule rn (outside of home), will check better once back at home.

It's probably because the exclusive DLC is not listed publicly on Steam, so the donor cannot link to actual info on Steam. Therefor he/she used another DLC link. Because a link is necessary.

(A link is necessary to make the giveaway.) But you can redeem the key on Steam if you win it and the DLC will be added to your inventory as usual.
