I think that's the steam community event. Every now and then there is a big community event on steam. You can see if one is currently active by going to games at the top of the page and clicking steam events in the drop down menu.

The community events expect you to contribute a certain amount of hours in game in order to get all the personal prizes. And a certain amount of hours from the whole community to reach the milestone prizes.So adding more hours is encouraged
