changing the location prefix in your URL should be a fix to unlock them. for example from your country to "na.alienwarearena" or "de.", "es."

Go to your maxed Pn295 Collapsed Star twitch artifact and click to upgrade it (even that is already maxed out) then try again to swap the artifact. If still not working then change the link prefix like @Titus_S said.

interesting... changing the prefix in the url fixed it.. i guess issues with cache?
