Rockstar never releases on pc at the same time as console. Expect a 1-2 year delay. Then expect social club exclusivity, before Steam release. Then expect pc to never get updates the same time as consoles, if ever.

Of course it will release on PC as well, they are always planned to release about a year later, it was 1.5 (planned 1 year but was delayed) years for GTA V and 1 year for RDR2.
